“Snakes and Ladders” for Democracy

Democracy is often perceived as a linear journey toward greater representation, rights, and accountability. However, in reality, it is a complex and often unpredictable process marked by progress and setbacks—akin to a game of Snakes and Ladders. Through an analysis of electoral practices, institutional resilience, citizen participation, and the role of media and civil society, the study highlights the factors that serve as "ladders"—advancing democratic values—and those that act as "snakes"—undermining them. Drawing on theoretical insights, empirical data, and case studies, the article underscores how democracies face constant tests from populism, institutional decay, polarization, and authoritarian tendencies. The paper concludes with recommendations for safeguarding democratic institutions and deepening participatory governance in an increasingly volatile global landscape.
