Special Education Policies from the Perspective of Inclusive Education

Abstract

Education policy in Brazil is based on inclusive discourses, internationally guided by universal access to the regular education system. This text analyzes special education policies from the perspective of inclusive education, particularly in higher education and the pedagogical support nucleus service for students with specific educational needs. Methodologically, the research is qualitative, exploratory-descriptive and has documentary-type procedures. Brazilian public policies have a technicist bias, with consideration of the different aspects of learning, such as access works, pedagogical support and teacher training, as the realization of special education from the perspective of inclusive education.
