The aim of this study was to develop and validate an evaluation model for health educational actions in a public university hospital in Brazil. This is a methodological, descriptive research conducted between 2021 and 2022, organized in four stages: survey of existing evaluation practices, requirements analysis, model development, and content validation. Initially, nursing leaders responded to an online questionnaire about evaluation processes in continuing health education, which allowed the identification of weaknesses and supported the elaboration of the model. Based on Kirkpatrick’s framework, six instruments were structured: Request for the Educational Action, Reaction Evaluation, Learning Evaluation, Behavior Change Evaluation – Participant, Behavior Change and Results Evaluation – Leadership, and General Evaluation of the Educational Action. Content validation was carried out by specialists in the field using the Content Validity Index (CVI), which showed satisfactory scores ranging from 0.82 to 0.98. It is concluded that the model is feasible, qualifies the evaluation of educational actions, and expands the potential for planning, management, and replicability in hospital institutions, contributing to Sustainable Development Goals 3 (Good Health and Well-being) and 4 (Quality Education).
